Jeanette Cass Addition Stormwater Improvements

Evansville, Indiana

Seeking a solution to alleviate residential flooding in their Jeanette Cass addition, Evansville officials reached out to the Wessler team to assist with the affected area located in the lowest part of the city and behind the Ohio River levee, requiring coordination with the Evansville-Vanderburgh Levee Authority. Wessler staff had to be certain additional stormwater could be stored in the Levee Authority’s K2 ponding basin and the system would not surcharge prior to the levee’s pump system being activated during a large storm event.

The Wessler team prepared a preliminary engineering report (PER) with recommended improvements including abandoning and replacing inadequate storm sewers and installing a new storm sewer system and outfall. As part of the installation, additional services included design, easement, right-of-way acquisition, bidding, construction administration, and observation.

Located in a developed residential area, most roads along the proposed project route had existing water, sanitary sewer, overhead electric, communications, or gas utilities. Where practical, the routing of the proposed storm sewer was designed to avoid conflicts with known utilities, with trenching and construction considered.

Another design goal was to minimize easement needs because of the time required for the easement acquisition process with construction planned within existing roadway right-of-way where possible. Existing drainage basins were incorporated in the design of the storm sewer system to avoid existing flow patterns and eliminate extensive cut and fill earthwork operations and property disturbance.

Permits were obtained, with the construction including 6,000 linear feet of 12-inch to 60-inch storm sewers, horizontal elliptical storm sewers, storm manholes, inlets, catch basins, sanitary sewer replacement, and a storm outfall structure with a flood gate.
